MEXICO CITY—The conviction of Joaquín “El Chapo” Guzmán Loera concludes an important chapter in Mexico’s own war on drugs, in which the military, with the help of American law enforcement, targeted top cartel leaders for capture and often extradition to the U.S.

President Andrés Manuel López Obrador, who took office in December, has said his government would no longer pursue the so-called “Kingpin Strategy” and instead would focus on reducing violent crime and homicides.
